In 1986, he graduated from the Almaty State Medical Institute with a degree in General Medicine. He also holds degrees in law and pedagogy and is fluent in Kazakh, Russian, and English. He defended his Candidate of Sciences dissertation at Pavlov Saint Petersburg State Medical University. In 2004, he defended his doctoral dissertation. In 2005, he was awarded the academic title of Associate Professor, and in 2006, Professor.

Since 2002, he has served as the Rector of the Kazakh-Russian Medical University. Under his leadership, the university has been actively developing as an educational and scientific center. Over the years, more than 15,900 qualified medical professionals have been trained for the practical healthcare system.

Nurlan Temirbekovich is the author and co-author of 134 scientific publications, 9 monographs, 10 teaching and methodological manuals, textbooks (including international ones), and 4 reference books. He holds 14 authorship certificates and 5 patents (including 2 Eurasian patents). He is a member of the Public Council under the Ministry of Healthcare of the Republic of Kazakhstan.

Under his leadership, 12 research projects have been implemented, focusing on the development of innovative treatment methods, strategic risk management in healthcare, the development of socially oriented medical services, and the study of post-COVID syndrome effects. International projects have also been carried out with the support of the International Science and Technology Center and the United Nations Development Programme (UNDP).

At his initiative, the educational program “Emergency and Disaster Medicine” was developed and introduced. An important area of his work is the development of mobile medicine and the implementation of medical and social projects. Since 2012, the university has been running programs for the diagnosis and treatment of socially vulnerable population groups. More than 800,000 residents across various regions of Kazakhstan have been examined using mobile medical complexes.

Under his leadership, university staff provide medical assistance during emergencies and natural disasters, including the Kyzylagash dam break, floods in Atbasar, mudflows in Almaty, flooding in Uralsk, and the aftermath of the explosion of military warehouses in the city of Arys. During the COVID-19 period, financial and medical assistance was provided, along with free examinations and vaccination campaigns. During floods in Kostanay and North Kazakhstan regions, medical and humanitarian assistance was provided to more than 1,500 affected individuals.

For his contribution to the development of healthcare, medical science, and education, he has been awarded state and departmental honors, including the Order of Parasat, the Order of Kurmet, the honorary title “Honored Worker of Kazakhstan,” the “El Korgany” medal of the Ministry of Defense of the Republic of Kazakhstan, the badge “Excellence in Healthcare,” and a medal from the Ministry of Emergency Situations of the Republic of Kazakhstan.
